ArcGIS Enterprise: There is already a WebGIS backup request running for relational data store

Error Message

When running a Web GIS Disaster Recovery (WebGISDR) export, the operation completes successfully for Portal for ArcGIS and ArcGIS Server but fails during the ArcGIS Data Store backup phase. The WebGISDR console output or logs display the following error message:

There is already a WebGIS backup request running for 'relational' data store.

As a result, the WebGISDR export does not complete and a full Web GIS backup is not generated.

Cause

This issue specifically affects WebGIS Disaster Recovery (WebGISDR) exports when a prior relational ArcGIS Data Store backup or snapshot did not terminate correctly. ArcGIS Data Store allows only one backup or snapshot operation at a time. When an incomplete backup request persists in the internal queue, subsequent WebGISDR backup attempts fail and this error is returned.

Solution or Workaround

Note:
In multi-machine ArcGIS Enterprise environments, WebGISDR may fail if the backup folder or properties file is inaccessible. Ensure the backup folder has proper sharing and read or write permissions, and the WebGISDR properties file and BACKUP_LOCATION UNC path are accurate.
  1. Verify and update the backup location.
    1. Open the WebGISDR properties file used for the backup. By default, this file is located in:
C:\Program Files\ArcGIS\Portal\tools\webgisdr\webgisdr.properties
  1. Locate the following line:
BACKUP_LOCATION=
  1. Update it to a valid UNC network share accessible to all ArcGIS Enterprise components, for example:
BACKUP_LOCATION=\\<ServerName>\<SharedFolderName>
  1. Save the file.
  1. Clear incomplete snapshots or backup job entries.
    1. On the machine hosting the relational ArcGIS Data Store, open Services by entering services.msc into the Windows search bar.
    2. Locate and right-click ArcGIS Data Store, and select Restart.
Note:
Optionally, select Stop, then Start.
  1. Re-run the WebGISDR export using the WebGISDR properties file, for example:
webgisdr.bat --export --file <path_to_WebGISDR_properties_file>
