ERROR 999999: A failure was detected inside the topology engine overlay processor. [error id: -2147467259]

Error Message

Validating topology returns the following error message:

ERROR 999999: Something unexpected caused the tool to fail. Contact Esri Technical Support to Report a Bug, and refer to the error help for potential solutions or workarounds.
A failure was detected inside the topology engine overlay processor. [error id: -2147467259]
Failed to execute (ValidateTopology).
The topology had the following rules:
  • Must not have gaps.
  • Must not have overlaps.

 

Cause

Note:
This is not a bug. However you may need assistance from an Esri Support specialist to rectify the issue.

The data was exported from the database, and the Integrate tool run on the data. Integrate removed a sliver from the data.
When the data was imported back into the database after Integrate, validating topology failed with the error above, because the tool recognized the data as completely new data, and not part of the original topology.

Solution or Workaround

To resolve the error, the original topology rules must be applied to the new copies of the data:

  • Must not have gaps.
  • Must not have overlaps.

After topology rules are reapplied to the repaired data, validating topology is successful.
