ERROR 030103: Error updating traffic data. Error executing (UpdateTrafficData)

Error Message

The Update Traffic Data and Update Traffic Incidents tools may fail in ArcGIS Pro versions 3.5 through 3.6.x with the following errors:

ERROR 030103: Error updating traffic data. Error executing (UpdateTrafficData)
ERROR 030104: Error updating traffic events. Error executing (UpdateTrafficIncidents)

Historically, these tools were documented as part of the ArcMap Network Analyst toolbox Server toolset, used to download live traffic and incident data from web services.

Cause

A known issue exists where live traffic update workflows, including Update Traffic Data, Update Traffic Incidents, and related tools may not function correctly when a forward proxy is set. 

Note:
While ERROR 030103 documentation mentions general causes such as permissions or temporary service availability, proxy-related network constraints can produce the same failure. In ArcGIS Pro, these tools may appear as private geoprocessing tools and can be found in the Resources folder in the installation directory

Solution or Workaround

  1. Confirm whether a forward proxy is set and work with your IT to allow direct outbound connectivity to the traffic provider endpoints (HERE/TomTom, etc.), or run the workflow from a machine not constrained by a forward proxy.
  2. If a forward proxy is not the cause of the error in your environment, follow standard troubleshooting for 030103:
    • Ensure the output folder has read/write permissions.
    • Retry later if the service is temporarily unavailable.
