This issue was addressed in ArcGIS 10.3.1.

Displaying image services that are published from a mosaic dataset with a vector field data type may freeze, if the service is large and uncompressed.

Cause

A mosaic dataset created from a multidimensional raster type (netCDF, GRIB, or HDF) is 64-bit by default. If it is not compressed, the image request size exceeds the ArcSOC heap size setting.

Workaround

Set the compression format when publishing the image service.

  1. Right-click the mosaic dataset and click Share as Image Service.
  2. In the Service Editor, click the Parameters page, then click the button to set the allowed compression methods.
  3. In the Configure Allow List dialog, choose the Default Method as LERC and keep the rest as default. Click OK.
  4. Click Publish, to publish the image service.
