PROBLEM
The DefaultMap.nmf installed with ArcGIS Server is missing layers.
ArcGIS Server for Microsoft .NET Framework provides the ability to configure a server as an ArcGIS Explorer home server and to publish ArcGIS Explorer maps on the server using Manager. It includes a file called DefaultMap.nmf available to use as the default map for the ArcGIS Explorer home server, or as an example map to publish on the server. This file is installed by default in C:\Inetpub\wwwroot\ArcGIS\Explorer\Maps\DefaultMap.nmf.
Due to changes on the ArcGIS Online server, which is referenced by this map, it is possible that some of the layers in DefaultMap.nmf are missing or no longer appear as expected. Transportation, boundaries, and elevation layers are most likely to be affected.
