Dataframe background color set in a published service is not reflected in ArcMap.

Description

When adding a service to ArcMap that originally had a background color set for the dataframe, the background color does not display.

Cause

By default, services have a transparent background when added to ArcMap.

Solution or Workaround

1. Right-click the map service layer in ArcMap and click Properties.
2. Click the Advanced tab.
3. Check 'None' under Transparent Color.
   
   

   Note:
   In version 9.3.1, check 'Make this color in the layer transparent'. 

   
   
4. Select a new background color.
5. Click Apply and OK.
