Creating or upgrading enterprise geodatabases in Oracle fails after applying the ArcGIS Desktop 10.8.1 General Component Updates Patch

Description

After applying the ArcGIS Desktop 10.8.1 General Component Updates Patch to a machine running ArcGIS Desktop 10.8.1, creating, enabling, or upgrading an enterprise geodatabase in Oracle fails with errors:

An error similar to the following is seen in the sde_setup.log file:

[18:22:34.881] WARNING!! Release D374AC5654EC4D0A82D76C60D31BF680 of package version_util found, release 21D9F25749BA4939B7276308645761B5 expected. 

[18:22:34.882] ERROR in creating system stored procedures. 

Error: -88 

  DBMS error code: 0  

[18:22:34.882] SDE release upgrade not completed(-529). 

[18:22:34.902] ERROR installing/upgrading ArcSDE, Error = -529 

An error message similar to the following and shown in the images below is returned in these geoprocessing tools:

  • Create Enterprise Geodatabase
  • Enable Enterprise Geodatabase
  • Upgrade Geodatabase
Failed to create stored procedures in the geodatabase. Error (-88)
    DBMS error code: 942
ORA-00942: Table or view does not exist

See the setup log in the following location for additional error information:
C:\Users\ADMINI~1\AppData\Local\Temp\3\sde_setup.log
Could not create geodatabase tables and stored procedures.
Failed to execute (CreateEnterpriseGeodatabase).

Cause

A problem was discovered with the files contained in the original ArcGIS Desktop 10.8.1 General Component Updates Patch, which has since been corrected. 

Workaround

This bug has been addressed in the ArcGIS Desktop 10.8.1 General Component Updates Patch B.
