Changes to Military Analyst VPF symbology do not persist

Description

Military Analyst VPF layers consist of a series of custom nested group layers containing individual VPF feature class layers. Any symbology changes made at the individual feature class level will not be stored with the group layers that contain them.

Cause

The MA VPF layer, or the top level group layer, holds references to the sublayers contained within, but does not store symbology for those individual layers.
