Can you install ArcGIS License Manager 10 on a Terminal Server?

Yes, ArcGIS License Manager can be installed on a Terminal Server and is the only supported method of licensing ArcGIS Desktop products that are served through Terminal Services.

Borrowed and Single-use licenses are not supported for use with a Terminal Server (or Citrix) hosted ArcGIS Desktop session. This restriction exists to ensure the integrity of the licensing model.
