Can I reorder the data frames in the TOC after ArcMap reorders them?

Answer

ArcMap does not maintain the order of data frames in the Table of Contents (TOC), and you cannot reorder them. This does not affect the drawing order in the map.

You can use the Drawing Order commands in Layout view to control the drawing order of data frames on the layout.
