Can broken data links be repaired in a .PMF file when viewed in ArcReader?

No; .PMF files cannot be modified. If the links to the data are broken, the .PMF file or the data was possibly moved from the original location, or the .PMF file may have been saved with an absolute path name. Request an updated copy of the .PMF from the author.
