C:\Program Files\ArcGIS\Bin\RegCat.Exe Windows cannot access the specified device, path, or file.

Error Message

The following error message is displayed when trying to install ArcGIS Desktop:

"C:\Program Files\ArcGIS\Bin\RegCat.Exe
Windows cannot access the specified device, path, or file. You may
not have the appropriate permissions to access the item."

Cause

Internet Explorer 7 Beta 2 or 3 is installed on the computer, which causes problems with ArcGIS Desktop using regcat.exe.

Solution or Workaround

1. Uninstall Internet Explorer 7 Beta.
2. Install Internet Explorer 6.
3. Install ArcGIS Desktop.
   
   

   Note:
   Internet Explorer 7 Beta may be installed after installing ArcGIS Desktop, but it is recommended that the 'ArcGIS 9.1 Desktop Patch for Internet Explorer 7 Beta 2 and Beta 3 Users' be installed. See the link in the Related Information section below.
