Building a network dataset with zero features returns incorrect errors

Description

In ArcCatalog, building a network dataset with empty feature classes (having zero features) opens a dialog box that the network dataset has been built, but with errors. Clicking on the Show Build Errors button opens a text file of errors that have nothing to do with the building of this network dataset.

Cause

The BuildErrors.txt file in the local system temporary directory that was created by a previous execution of Build is not being properly cleared out. Build is incorrectly showing these errors.

Workaround

If a network dataset has been built with zero features, then there should not be any build errors. These errors can be ignored.
