Symbol Substitution doesn't work for multi-part annotation

** This issue is addressed in ArcGIS 9.0 Service Pack 2 (SP2) ** Symbol Substitution doesn't work for multi-part annotation when applying a dominant substitution or substituing the symbol in the collection. Nothing will draw.It works if you just change the color or do a subordinate substitution (respect overrides).
