Converting labels to annotation may not be a WYSIWYG experience when labels with no weight and no label are present in the map
Description
** This issue is addressed in ArcGIS 9.0 Service Pack 2 (SP2) **Converting labels to annotation in this case causes anno to be shifted compared to the labels. Jonathan traced the problem to a bug in AnnotateMap, in the code that filters out features that have no-label and no-weight.
Cause
This is a known issue.
Workaround
