Cannot build a network dataset in ArcMap while it is being previewed in ArcCatalog

Description

ArcMap is unable to acquire a schema lock when attempting to build the network dataset while the network dataset is being previewed using ArcCatalog on the same machine.

Cause

ArcCatalog has a lock on the network dataset when it is being previewed. Building the network dataset requires a schema lock.
