After installing ArcGIS 10.1 SP1 QIP, maps are not visible in the Add Online Maps dialog when running ArcGIS on a non-English locale

Description

After installing the ArcGIS for Desktop 10.1 SP1 QIP, maps are not visible in the Add Online Maps dialog.

Cause

NIM104373: After installing the Quality Improvement Patch for ArcGIS 10.1 SP1 for a localized Japanese version, there is loss of Japanese characters and a blank ArcGIS Online window appears.

Note:
This affects all non-English locales, not just Japanese.

Workaround

There is currently no workaround for this issue.

If this issue is encountered, please do the following:

  1. Download the file QFE-101SP1QIP-DT-295926.zip to a location other than the ArcGIS installation location.

    Note:
    Make sure that you have write access to the ArcGIS installation location.

  2. Extract the patch QFE-101SP1QIP-DT-295926.msp, and double-click it to start the setup process.

    Note:
    If double-clicking the MSP file does not start the setup installation, it can be started manually by using the following command:

    msiexec.exe /p [location of patch]\QFE-101SP1QIP-DT-295926.msp
