PROBLEM
ArcMap performs extremely slowly after saving or exporting any mxd files. The slow performance can also be triggered after working on an MXD for 1 to 30 minutes.
ArcMap performs at normal speed until the performance issue is triggered. Once it is triggered, the CPU usage may stop around 8 to 20%, even while ArcMap sits idle.
There is a spyware virus called TSPY_AGENT.DE that is planting .dil and .dat files in the system32 folder.
The solution below may not remove the entire virus, but should restore performance in ArcMap.
