PROBLEM

ArcGIS Server service is running but the the ArcSOC instances and javaw services are not up

Last Published: August 14, 2025

Description

ArcGIS Server site is inaccessible despite the service running. However, the ArcSOC instances and javaw services are not up.

Cause

The lack of disk space in the installation path has caused the corruption of the server.xml file.

Solution or Workaround

    Replace the server.xml file

    1. Navigate to the following directory:
    <ArcGIS Server Installation Directory>\framework\runtime\tomcat\conf

Usually, the ArcGIS Server installation directory is:

    C:\Program Files\ArcGIS\Server
    1. Replace the existing server.xml with another one from a functional environment of the same version of ArcGIS Server.
    2. Restart the ArcGIS Server service.

    Edit server.xml

    1. Open the server.xml file in:
    <ArcGIS Server Installation Directory>\framework\runtime\tomcat\conf.
    1. Search for certificateKeyAlias paramater and ensure that it is set to the default 'SelfSignedCertificate' (certificateKeyAlias="SelfSignedCertificate"). Directly replacing server.xml file might not work if the certificate alias name is mismatched.
    Note:
Ensure that the disk always has enough space. ArcGIS Server requires a minimum of 10 GB of available disk space. Refer to the link in the Related Information section for the system requirements of ArcGIS Server. You may choose the version and OS relevant to your ArcGIS Server in the 'Other Versions' dropdown below the title.
