ArcGIS Server join site fails with a blank error when PublishingTools10x.GPServer fails to initialize

Error Message

When joining an ArcGIS Server machine to an existing site, the operation may fail with a blank error message in ArcGIS Server Manager.

Although no descriptive error is shown in the UI, server logs indicate that the PublishingTools system service failed to initialize.

Symptoms:

  • Joining a machine to an existing ArcGIS Server site fails.
  • ArcGIS Server Manager displays a blank red error banner.
  • No permission-related errors appear in server logs.
  • Server logs contain entries similar to the following:
Failed to initialize server object 'System/PublishingTools10x.GPServer'
Failed to construct instance of service 'System/PublishingTools10x.GPServer'
java.lang.NoClassDefFoundError: com/esri/arcgis/gae/gp/GeoAnalyticsFunctionFactory

Cause

This issue occurs when the ArcGIS Server runtime on the machine being joined is incomplete or corrupted, preventing the PublishingTools10x.GPServer system service from starting.

Because PublishingTools is required during the site join workflow, the machine cannot complete the join process.

This condition may occur after:

  • incomplete installation or patching
  • interrupted join attempts
  • runtime file corruption

Solution or Workaround

  1. Confirm the ArcGIS Server service account permissions are correctly configured and consistent across all site machines.
  2. Run a repair of ArcGIS Server on the machine that failed to join.
  3. Reboot the machine.
  4. Retry joining the site.

If the issue persists:

  1. Uninstall ArcGIS Server.
  2. Reinstall ArcGIS Server using the same version and patch level as the existing site.
  3. Reapply required service account permissions.
  4. Retry the join operation.

After repair or reinstall, the PublishingTools service initializes correctly and the machine can successfully join the site.
