ArcGIS Pro 3.5.2 Data Interoperability tools fail to launch on Citrix with error: Qt6Core_fme.dll missing

After upgrading Citrix workstations to ArcGIS Pro 3.5.2, attempts to launch the Data Interoperability tools extension fail. Users receive an error referencing a missing Qt6Core_fme.dll file. Reinstalling, repairing, or modifying the installation does not resolve the issue.

Cause

ArcGIS Pro 3.5.x includes an updated version of FME (2025.0) for the Data Interoperability extension. This version of FME is not supported on Windows Server 2016. The last version of FME supported on Windows Server 2016 was FME 2024.2. As a result, ArcGIS Pro 3.5.2 Data Interoperability Tools cannot run properly in this environment.

Solution or Workaround

To resolve this issue, use one of the following options:

  • Upgrade the operating system to Windows Server 2019 or later. This allows ArcGIS Pro 3.5.2 and the bundled FME 2025.0 runtime to function as expected.
  • Roll back ArcGIS Pro and the Data Interoperability extension to version 3.4 (or another compatible release). ArcGIS Pro 3.4 uses an earlier FME runtime that is supported on Windows Server 2016.
