ArcGIS Pro 2.7.0 does not work on Windows 7 or Windows Server 2008 R2

Description

ArcGIS Pro 2.7.0 doesn't work well or at all on Windows 7 or Windows Server 2008 R2 operating systems, which are no longer supported. 

Problems that may result from this issue include the following:

  • Some projects, or APRX files, cannot be opened and a message states, "Opening the selected ArcGIS project failed. This project was saved using a newer version of ArcGIS Pro."
  • The software stops working when loading.
  • When opening a layout, a message may appear stating, "Failed to open layout view."

Cause

Windows 7 and Windows Server 2008 R2 are no longer supported operating systems by Microsoft. ArcGIS Pro 2.7.0 relies on capabilities that are only available in more modern Windows operating systems.

Solution or Workaround

Take one of the actions below to resolve this issue:

  • Upgrade to an operating system that is supported by Microsoft and ArcGIS Pro 2.7. Refer to the system requirements documentation for supported operating systems: ArcGIS Pro 2.7 system requirements
  • If upgrading your operating system from Windows 7 or Windows Server 2008 R2 to a supported operating system is not an option, install an earlier version of ArcGIS Pro (2.4.3 or below).
Note:
Although Windows 7 and Windows Server 2008 R2 are not supported with ArcGIS Pro 2.7, upgrading to a subsequent 2.7 patch release, for example, 2.7.x, when available, may resolve the reported problems.
