ArcGIS Online: Action required: Over-assigned user types

Error Message

When signing in to ArcGIS Online, administrators may see the warning:

Action required: Over-assigned user types

At the same time, users attempting to sign in to ArcGIS Pro may encounter the following error:

The number of licenses assigned to users exceeds the number of licenses available in your organization. Please contact your administrator to reconfigure your organization's licenses.

Cause

The issue is caused if a user with a Personal or Student Use subscription tries to use ArcGIS Pro without clicking the 'Update user type' button in ArcGIS Online after their subscription updates.

Solution or Workaround

Note:
If you have authorized ArcGIS Pro to work offline, please make sure to return your offline license by unchecking Authorize ArcGIS Pro to work offline in the ArcGIS Pro settings before attempting to update the user type.

1. Sign in to ArcGIS Online (arcgis.com) with an administrative account.
2. Once you receive the "Action required: over-assigned user types" warning message, click Manage over-assigned user types.

3. Under New user type, select the user type that is available in the drop-down menu. 

4. Click Apply user type changes.
5. Once the user type is updated, check if the user type is updated from ArcGIS Online via the Organization tab > Members.
   • You can then sign in to ArcGIS Pro.
