PROBLEM

ArcGIS GeoEnrichment Server data management utility fails to install US 2025 data on 11.1 and 11.2

Last Published: August 19, 2025

Description

During installation of the US 2025 data on ArcGIS GeoEnrichment Server 11.1 or 11.2, the data management utility fails to complete the installation and returns the following error:

[ERROR] Internal error.

Cause

The U.S. 2025 data for use with ArcGIS Business Analyst Enterprise contains more layers of geography than previous years and the maximum POST size for the file upload is exceeded during installation on 11.1 or 11.2. The log file from the data management utility contains the message ‘An existing connection was forcibly closed by the remote host.’

Solution or Workaround

The maximum POST size is controlled by the maxPostSize attribute within the Connector element in the server.xml configuration file. Perform these steps on the machine with ArcGIS GeoEnrichment Server installed.

  1. Edit the file [AGSERVER]/framework/runtime/tomcat/conf/server.xml.
  2. Within the file there are two connector sections, the first one is for HTTP “port=6080”, and the second one is for HTTPS port="6443".
    • In the second connector section for HTTPS with port=”6443”, update maxPostSize="31457280" to maxPostSize="52428800".
  3. Save the file and restart ArcGIS Server.
  4. Continue the installation of the data.
