Invalid package when trying to open a map package in ArcMap 10.8.2

Error Message

While trying to open a map package in ArcGIS 10.8.2, the following error message is returned:

Invalid Package
Error reading package contents.

Additionally, a Windows Security notification also displays as follows:

Windows Security
Unauthorized changes blocked
Controlled folder access blocked
ArcGIS FileHandler.exe from making changes. Click to see settings.

Cause

ArcGISFileHandler.exe is blocked by the Windows device security settings.

Solution or Workaround

Note:
Your user profile must have administrative access to make this modification.

Windows 11

  1. Search for and open Windows Security.
  2. In the navigation panel, click Virus & threat protection.
  3. In the Virus & threat protection section, under Ransomware protection, click Manage ransomware protection.

  1. Under Ransomware protection, click Allow an app through Controlled folder access.

  1. Click Add an allowed app > Browse all apps, and browse to the path of ArcGISFilehandler.exe:
C:\Program Files (x86)\Common Files\ArcGIS\bin

  1. Select the file and click Open.

This exe is now allowed through Windows security, and the map packages can now load successfully.
