Error Message
When launching ArcGIS CityEngine 2025.0 after installation, the following message is returned:
No license found.
The license files attempted are:
(No configuration files found)

This message appears because the license type selected during installation or configuration does not match the licensing model assigned to the ArcGIS account.
Cause
The issue occurs when Single Use is selected as the license type in the ArcGIS CityEngine 2025.0 Administrator, while the correct configuration requires the Named User licensing model.
- Named User licensing requires signing in with ArcGIS Online/Enterprise organizational account credentials.
- Single Use licensing requires an authorization number and is intended for perpetual license environments.
- During installation or license configuration, Single Use may be automatically selected, resulting in a license mismatch and triggering the “No license found” message.
Solution or Workaround
- Open ArcGIS CityEngine Administrator.
- Close ArcGIS CityEngine if it is currently running.
- Open ArcGIS CityEngine 2025.0 Administrator.

- Update the License Type.
- In the ArcGIS CityEngine Administrator window, navigate to the CityEngine folder.
- Select CityEngine Named User from the available options. (Note: Named user licensing allows CityEngine to use licenses saved to your ArcGIS Online or ArcGIS Enterprise organization. Make sure your ArcGIS Online/Enterprise organizational account assigned a correct User Type and ArcGIS CityEngine license.)
- Click OK or Apply to save the changes.

- Sign In with ArcGIS Online/ArcGIS Enterprise credentials.
- Launch ArcGIS CityEngine.
- Enter your ArcGIS Online/Enterprise organizational account credentials.

- The application authenticates and activates the license using the Named User model.
