PROBLEM
Although ArcGIS Pro offers the 'Layer should be refreshed periodically' option under the General tab for periodic layer updates, this feature does not function with traditional or branch versioned datasets.

ArcGIS Pro functions as a consistent state/moment client in multi-user enterprise geodatabase environments, meaning it preserves a stable view of the data until the version is refreshed, which updates the state or moment.
For layers that are traditionally versioned (using state ID) or branch versioned (using moment), this behavior is consistent. For non-versioned layers, the Refresh Layer workflow should reveal changes made by other users since the last refresh. This same behavior is anticipated for branch-versioned feature services.
In summary, in a multi-user enterprise geodatabase, data must be explicitly refreshed to update the view, due to the inherent design of the data model.
The data can be refreshed by either clicking theĀ Refresh button on the Versioning tab of the ribbon or by selecting List By Data Source in the Contents pane (right-clicking the appropriate data source for the branch versioned data, and choosing Refresh as shown in below images).
