A system error has occurred. Error Details: "not available" when using Data Delivery Extension

After setting up the Data Delivery Extension with ArcIMS and submitting a translation request in the viewer, instead of the translation results, the following error displays:

"A system error has occurred.
Error Details: "not available"

The translationServlet log file shows an entry similar to the following:

<date/time> ERROR Exception class is: java.lang.NullPointerException


This may be due to a non-unicode locale being used. The ArcIMS Data Delivery Extension 9.0 is not fully supported with non-English locales.


Switch to English locale and verify the error still occurs. If it still occurs, contact ESRI Support for further troubleshooting assistance.
