Alternate Workflow

  1. Create a new hosted layer.
  2. Open the layer in Map Viewer Classic.
  3. Edit layer style and set the transparency to 100%.
  4. Save the layer.
  5. Get the layer URL from item details page of the layer.
  6. Add the URL as the drawingInfo parameter to your report template syntax.
