Creating view layers through a join was purposefully moved to the item details page in an effort to centralize the location of view-related workflows. The item details page workflow offers the same functionality available in Map Viewer Classic.Alternate Workflow
Use Map Viewer classic and select "Create results a hosted feature layer view" or use the Create Joined View workflow in the hosted layer details page.
