Additional Information
Snapping to a non-z-aware feature with a z-aware feature results in 0. The expectation to do nothing is not part of the rules since 0 is a value.
For overlapping features, the snap chip may be beneficial to specify the z-value to use for snapping. The snap chip is available for ArcGIS Pro 3.3 and later. Refer to https://pro.arcgis.com/en/pro-app/latest/help/editing/use-the-snap-chip.htm for more information.
Workaround
Disable snapping for the non-z-aware layer
