Workaround

To convert the input data into unsigned values:1. Create a new field in the value raster's attribute table.2. Calculate the new field with the Value field + the smallest number therein. This will have the effect of populating the smallest value in the original raster as 0. 3. Use the 'Lookup' tool to create a new raster from the newly created field. The resulting raster's bit depth would be unsigned.4. Use the output of the 'Lookup' tool as the value raster for Zonal Stats.
