World Topographic Map (v2) fails to render correctly at lower levels within a Portal for ArcGIS 10.7.1 web scene. It works as expected in Portal for ArcGIS 10.7.

The issue is not reproducible in the latest releases.Workaround
- Use Portal for ArcGIS 10.7 or ArcGIS Online to create a web scene with this specific service.
