World Imagery (for Export) displays the message, 'Map data not yet available' when opening in Map Viewer when that same location is available when opening in ArcGIS Pro. Unable to export tile packages for those levels of details with the 'Map data not yet available' message.

Workaround

  1. Save a web map that includes the service.
  2. On the web map of the item details page, choose open in ArcGIS Desktop and open the web map in ArcGIS Pro.
  3. In ArcGIS Pro under the Map tab choose Download Map and Include basemap and tile layers to generate a .tpk file for that service that includes the max scale.
