Workspace environment settings are not respected by ArcMap, once set through ArcCatalog or ArcToolbox, when leaving the workspaces blank.

Additional Information

In ArcMap, the current and scratch workspace environment variables cannot be blank. Set the default GDB to control the auto-populating of output loc

Workaround

1. Open ArcMap, Geoprocessing tab, Environments, expand Workspace.2. Delete the Current and Scratch workspaces.
