This issue is not reproducible in ArcGIS Workforce. If this issue occurs, please reach out to Esri Support Services as additional information is needed for further investigation.Workaround
Create an extra layer in the feature layer. Then, add all the necessary layers to the Dispatcher web map, except the extra layer.
