Workflow for using the ArcGIS Server Workgroup in the cloud needs to be enhanced. There are missing steps for setting up security for the ArcGISSOC account on the folder where the MSD/MXD's are stored. Otherwise, a map service can not be published to ArcGIS Server.

Workaround
'Additionally, you must give the SOC account appropriate permissions to the directory containing the resource and its data.'Following these steps:A. Open Windows Explorer, navigate to the folder where you are going to store your map services (MXD's or MSD's).B. Right-click on the folder and select Properties.C. Choose the Security tab and click either Edit ( Windows 7, Vista, 2008) or Add ( Windows XP, Windows 2003)D. Add the ArcGISSOC user account with READ rights to this folder.E. Click on the Sharing folder, share the folder and give the ArcGISSOC READ rights to the share.
