Additional Information

Adding more Level of Details (LODs) that are tiled fixes the issue. The "min scale" defined by the service, is being honoured.

Workaround

Users do not have the ability to set the extent of the basemap in which they want to download. Currently the Collector App limits the user to a predetermined extent that is based on the extent of the map service or tile package.
