With View Field Crew task enabled, the user is only prompted to download data when opening the project for the first time if the 'Sign In' capability is not included.

Workaround

1 - If user is not prompted to Download data when opening a project for the first time, it can still be downloaded via Manage Edits > Get Data.2 - User can deploy a cache along with the project.
