Additional Information

Specify a specific background color (for example, 'BGCOLOR=0xFEFFFF') when requesting a transparent background. This correctly displays features symbolized in the 0xFFFFFF color.

Workaround

Change the feature class symbology from RGB 255,255,255 (white) to RGB 254,254,254 (off-white), and republish.
