While using the refresh() method of a tile layer class, some of the tiles are not displayed when the Zoom widget is performed in ArcGIS Maps SDK for JavaScript.

Additional Information

The workflow described in the issue is not a valid workflow. The tile layer fetches the latest tiles as users zoom in and out on the map. The refresh should not be called in this case.
