Additional Information

The Selection Condition parameter of the If Field Value Is tool should be set to 'Greater than', and the count on the tool set to 0. Selection in geoprocessing considers 0 selected records as a selection that exists but contains zero records. This change was made in previous releases to accommodate other use cases. Setting the parameter to 'Greater than' works as expected.
