This issue is currently not reproducible in ArcGIS Experience Builder. If this issue continues to occur, contact Esri Technical Support for further investigation.Workaround
Use the Fixed Panel widget to keep other widgets in place. Strategically place the Fixed Panel widget in various regions of the experience for each device size configuration to eliminate the overlapping of widgets when zooming in on the published experience.
