Bug
When working with ArcGIS Hub, turning off the global navigation on a new blank initiative does not take effect in view mode. Global navigation is disabled in edit mode, but once the changes are saved and the initiative is switched to view mode, the global navigation bar returns to the screen.

Resolves permanently after refresh. It is fully resolved in the upcoming change.Workaround
Use a template, since templates seem to still be based on the older ArcGIS Hub site platform, pre-Global Navigation update. When a template is created and initially opened, the 'Turn on global nav' option is presented as it is on the older ArcGIS Hub site. If this option is toggled on, the global navigation can be successfully turned off later.
