The issue could not be reproduced in the current version.Workaround
Increasing the maximum record count of the service to 10,000 somewhat resolves the issue. However, it is higher than the recommended maximum record count of 5,000 in the documentation and it could put a strain on the server. The service is currently set with a maximum record count of 1,000. Regardless, if rendering is performant in ArcMap, the same may be true for ArcGIS Pro.
