When working in Microsoft Power BI for Desktop with the ArcGIS Maps for Power BI plugin, the 'Access to this content requires permission. Sign in below, or contact the content's owner for access.' window appears after adding a web map that is created from an external web map service (WMS) and switching pages. After clicking on the 'Connect to ArcGIS' button, the same window pops up, without giving options to sign in again.
