When viewing using an offline area as a basemap, each individual vector tile layer in the map comes through as a separate basemap rather than the entire map area coming in as a whole.

This issue is not reproducible for ArcGIS Survey123 3.14.Workaround
Create a tile package in ArcGIS Pro that includes all of the layers needed for a basemap and add it to the media folder in ArcGIS Survey123 Connect.
