When viewing Portal for ArcGIS web maps via HTTPS in Search for Layers > "In:", "The Web" only displays HTTP services. However, Search for Layers sends requests to the HTTPS version of the service, even if 443 is not bound and is inaccessible via HTTPS. For layers with no HTTPS counterpart, clicking the layer name in the Results dialog displays "Loading" in the layer information pop-up. When attempting to add these layers, the following error message is returned, "The layer, <layer name>, cannot be added to the map."
