When viewing feature layers containing overlapping features in Scene Viewer, there is no option to change which pop-up window is being viewed.

Additional Information

Fixed in the ArcGIS API for JavaScript version 4.24. This is fixed in Scene Viewer on ArcGIS Enterprise 11.1.

Workaround

View the data in Portal for ArcGIS 10.9.1 Map Viewer instead of using Scene Viewer.
