When viewing a mobile map package in Explorer for ArcGIS on an iOS device, users are unable to zoom out to the full extent when there is a scale dependency set on the bottom most layer in the mobile map package.

Duplicate of ENH-000123025: The issue is a duplicate of ENH-000123025.Workaround
Before creating the mobile map package to be utilized in Explorer for ArcGIS, remove the scale dependency set on the bottom most layer. When the scale dependency is removed, create the new mobile map package and view the package in the Explorer for ArcGIS app, and zoom in or out without any issues.
